Frank S. Collier, Sr., was born to Clovice Collier and Leroy Kelly of Kirbyville, Texas. He was a graduate of the Kirbyville school system. After graduation, Frank joined the Army. Upon leaving the Army, Frank returned to Kirbyville. He held several jobs until gaining employment at Wooden Pallet. Wooden Pallet was not only his employer, but also his family. Frank remained employed there until his passing.

Frank was preceded in death by his father, Leroy Kelly; mother, Clovice Collier Jackson: two brothers, Arthur Eugene Collier and Otis Collier; and three sisters, Jacqueline Collier, Kathryn Barnett, and Monica Curtis.

He leaves to cherish his memories his sons, Frank S. Collier, Jr., and David Collier; brothers, Arthur Neal Collier (Becky), Alias Collier (Keysha), and Mitchell Kelly; and a host of nieces and nephews.
