Sis. Valeria Rebecca Kelly was born to the late Theadore Carter, Sr., and late Vera Mae Carter on September 14, 1962.

She grew up in Jasper, Texas, where she attended and graduated from Jasper High School in 1982. In 1999, she received her Basic Telecommunications Certificate and her Texas Commissions of Law Enforcement Officer Standards and Education Certificate. She received a Certificate of Business Ownership and Notary Public in 2005. She received her Master Jailers License in 2008. She also attended Colorado Technical University, where she received her Associate of Applied Science in Accounting degree in 2008. She united with Pilgrim Rest
Baptist Church at a young age and accepted Christ. Later, she continued serving the Lord at Inner Court Outreach Ministries in Kirbyville, Texas.

Sis. Valeria Rebecca Kelly leaves to cherish her memories: husband, Mitchell Kelly, Sr.; daughter, Amy Issac (Catlin); son, Mitchell Kelly, Jr.; five
grandchildren, Deangeila Keyes, Tanaysia Lard, Alaycia Hadnot, Tyriana Hadnot, and Freddie Hadnot, Jr. She had six siblings, Irma Miller (Ivory),
Edward Carter (Louise), Ralph Carter, Sherry Grant (John), Dewayne Carter, and late Theadore Carter, Jr.
